I've purchased 4 of these, about to purchase a 5th. So I've used enough of them to see what's what. First, the tank does contain enough helium for many balloons. Foil balloons have a maximum volume, else they pop - rubber balloons are obviously variable. I'd count on getting about balloons per tank, though I admittedly have never counted.
If you don't fill the balloons up enough, they will not float. It may take a bit of experimentation, and you will probably have to fill rubber balloons more than you expect to get good performance. My advice is don't be stingy with the helium, even if you risk getting fewer balloons out of it.
Those with non-floaty balloons obviously didn't fill them up big enough, but that's hardly the fault of the tank maker. It can take a bit of practice to fill the balloons without leaking helium during the process. It isn't rocket science, and after the first couple you'll get the hang of it. I suspect those saying the tanks are only good for a few balloons are somehow leaking a lot of helium during filling. Helium is slippery stuff.
So after filling, ALL balloons will leak helium. Rubber ones are faster, foil ones slower. I've not had any unusual problems with this, so it's obviously possible to make it work. Foil balloons are more suited for helium. They should not leak too fast, and will probably float for days.
After that, they are still somewhat inflated but will no longer float. Be sure you know how to seal the inlet and attach a string before you begin, else you might leak a bunch before you get it closed up. Rubber balloons will ALL leak helium through the rubber surface. If you buy "helium quality" balloons, they leak slower. It's even usually free for foil balloons.
