For bait, I have only used peanut butter. One thing the directions say that I think is critical is "The teeth of the trap should be facing the wall". Another thing I think is important is to make sure the bait is exactly in the bait cup and not outside of it. You only need a tiny amount. Make sure the mouse has to go as deep into the trap as possible and has as little wiggle room as possible.
I have had that exact same issue even with the cheapo traditional wooden traps. You might want to do a little testing to see if your trap seems sensitive enough. If it strikes you as being difficult, exchange it or just buy another one.
